Before the First World War Phoenix was one of the largest businesses in Riga. It was moved to the town of Rybinsk at the beginning of the war. In the early 1920’s Phoenix started to restore its work. In 1923 the factory started to complete small orders for Latvian Railways. In 1928 the factory received a large order from the USSR. In 1936 the business suffered losses and was bought up by Vairogs Joint-stock Company. Along with railway carriages, the factory started to produce cars.
